About Mark

Mark D. Armstrong, CIAO-M, has been engaged in real estate valuation and consulting since 1985, and has served as Kane County Supervisor of Assessments since 2006. As the Chief County Assessment Officer, he is responsible for coordinating the countywide assessment process, equalizing assessments among the county's 16 townships, applying various tax exemptions, serving as the Clerk of the Board of Review, and chairing the County Farmland Assessment Review Committee. As a real estate appraiser and consultant in the private sector for 21 years before taking office, Mark has experience valuing all types of real property, and he appraised property in Illinois, Indiana, Michigan, Ohio, and Wisconsin. The principal focus of his practice was litigation support, and he has provided expert testimony in zoning issues, legal proceedings, and property tax matters. Mark has been licensed as a State Certified General Real Estate Appraiser since 1993 and as a Certified Illinois Assessing Officer since 1994. He is a member of the International Association of Assessing Officers, a Practicing Affiliate of the Appraisal Institute, and a member of the County Assessment Officers Association of Illinois, where he chairs the Legislative and Policy Committee. Mark also chaired the St. Charles Plan Commission (1998-2006), chaired the St. Charles Zoning Commission (2002-06), served on the Kane County Board of Review (2004-06), and the St. Charles Comprehensive Plan Task Force (2011-13).
